Current Issues in Wind Project Development

Gain an understanding of the critical issues affecting wind power project development in the United States today.

We will discuss current trends in siting opposition, issues around transmission access (including an update on the Texas panhandle CREZ lines) and the new requirements for qualification for the PTC and ITC. Siting of wind turbine projects is dictated to a large degree by the location of the resource and access to transmission. In recent years, local opposition to the siting of wind and transmission projects has become considerably more sophisticated. This live audio conference will review the factors that affect siting and give particular focus to preparing for, avoiding, and (when necessary) addressing opposition to project siting. The recent extension of the PTC and ITC programs for renewable energy included significant changes in the manner in which a project qualifies for the credits. Previously, a project had to be "placed in service" to qualify. Under the new law, a project must only "begin" construction by the new deadline (December 31, 2013) in order to qualify. With the extension only running through December 31, 2013, developers have a critical need to understand what steps must be taken to meet the new "commencement of construction" test.
