Become familiar with the primary source of public contracting laws.
Finding the law that applies to a procurement will usually require review of the Public Contract Code (PCC). It is important, however, to understand the structure of the PCC because not all provisions in the PCC apply to all public entities and this is a frequent source of error. It is also important to understand when a charter city or charter county has duly adopted a municipal code or ordinance containing procurement, bidding or contracting policies that conflict with the PCC, the municipal code or ordinance will usually prevail.
