The Police Executive Research Forum has expressed concern that there are signs that the police workforce crisis is getting worse. The question, of course, for the practitioner, is whether these problems in recruitment and retention have an effect on the civil liability cases. Defects in a municipality’s hiring, training, supervision and discipline can be the basis for liability.
