Congress changed the rules in 1999 and members had to make a choice.

The military retirement system has three formulas for non-disability benefits. There are three groups that the formula applies to based on each member’s service entry date. Congress modified the rules that had come to be known as the REDUX plan to provide for an irrevocable choice of retirements plan for one of the groups.
