Neil Mutschler’s expertise lies in the areas of construction claims preparation and evaluation, development and review of critical path method (CPM) schedules, delay analysis, dispute resolution claims analysis, general construction practices, project management, estimating and value engineering, and cost and damage analysis. Neil has performed analyses related to claims, assessed responsibility for contract changes, and calculated damages. He has analyzed claims on airport, education, government, highway, residential, power, and transit projects. He has also prepared discovery requests, performed document searches, drafted questions for depositions, and fielded questions for mediations, arbitrations, and settlement negotiations. Neil managed field operations for owners, general contractors, and construction management firms for years. He built projects ranging in value from $100K to $250M, including military, entertainment, retail, mixed use, vertical, institutional, medical, transit, and transportation projects. As part of his duties, he developed, implemented, and maintained the project schedules and other project controls.
Neil’s experience includes the construction of new structures, the retrofitting of existing structures, and historical preservation. He has managed hard-bid, “at risk” projects; negotiated-fee projects; cost-plus contracts; and design-build projects in both the public and private sectors. Neil has also provided scheduling services to owners and general contractors. He has extensive experience with project controls, planning, and scheduling using Oracle’s Primavera P6 and P3, Suretrak, Microsoft Project, Prolog, Expedition, and other software platforms. Neil has presented training courses on CPM scheduling and delay analysis.
