Why use easements, franchises or licenses?
A franchise gives the utility the right to use all of the rights-of-way of the city and may give the right to use parkland and other city property. Generally, a franchise will require annual payments. An easement, on the other hand, is a permanent transfer of property rights and must describe the property with specificity. Generally, an easement will require a one-time payment. This video reviews when it’s best to use an easement, a franchise, or in some cases a license.
