Public Finance Alternatives to Meet Challenges

 

There are various types of special taxing districts, which are typically creatures of state law.

Constitutional and statutory tax, revenue and spending limits on state and local governments gave rise to the need for special taxing districts that are consistent with demands that “growth pay its own way”. Special districts filled the gap in ability to finance public infrastructure and provide municipal services and have the critical ability to issue tax-exempt municipal bonds. Urban renewal and other authorities have been organized and governed by municipality. They have broader authority to promote economic development activities and provide development incentives. Privately imposed fees are another alternative to public financing. Learn about these three options and how to meet the challenges that come with them.
