Barker, a managing partner of Gordon, Rees, Scully, Mansukhani's Orange County office, takes us through the construction bidding process from pre-qualification through false claims. In addition to her 20 years of construction legal experience, Ms. Barker also brings a practical application, having navigated the bidding process for her family's plastering business. Through this presentation, you will gain in-depth knowledge of bid solicitations, submission, and selection, as well as contract formation. We'll also discuss how to qualify for government projects and the challenges to procurement and performance.

  • Was also part of the team who presented Contract Tips, Strategies, and COVID Compliance, which examined some of the key contract terms, tips for negotiating a better contract, and changes to contracts in light of COVID-19
  • Authored Construction Project Updates for Orange County, which provided the firm with useful resources to read about guidelines surrounding construction during the Stay at Home order
  • Authored So, When are You Off the Hook?, which broke down the statutes of limitation and repose in California construction claims
  • Presented the topic of Owner Controlled Insurance Programs (OCIPs) and Contractor Controlled Insurance Programs (CCIPS) at the firm’s New York Legal Education Conference in May 2016
