A project labor agreement (PLA) is a pre-hire agreement between a public or private project owner or contractor and one or more labor unions or providers for performance of planned that governs the terms of employment of all trade persons performing work on the project. PLAs proponents argue that they resolve the conflicting nature of the various collective bargaining agreements that govern the various trades, provide for a continuous supply of skilled labor, and help assure that a project is completed timely. Conversely, opponent of PLAs claim that they unnecessarily excluded nonunion labor from construction project and cause projects to cost more and take longer to complete. Because of this, PLAs are controversial and before proceeding with a PLA those involved should have a thorough understanding of PLAs under and the legalities of them under federal, state, and local laws.
