Law Enforcement Officers Bill of Rights: Iowa

 
In 2007 the Iowa legislature enacted the Law Enforcement Officers Bill of Rights as Chapter 80F in the Iowa Code (a copy is found at the end of this paper) which will be referred to hereinafter as BOR. Now, nearly 6 years later, the question is what substantive rights did this new law give officers that they
did not already have?

Iowa law enforcement officers already had job security in that they cannot be disciplined or
terminated arbitrarily. That right was protected in §8A.415 for merit system employees, §80.15 for those employed by the Department of Public Safety, §341A (civil service) for county sheriff deputies) and
Ch.400 (civil service) for city police covered by civil service. The civil service provisions differ in a number of respects between county deputies and city police officers but that is a seminar session in and of itself.
