Public entities, contractors and design professionals working on public works construction projects must understand and work within comprehensive public contracting statutes, city charters, regulations and case law that shape the planning and work on the project from inception until years after completion. The statutes are updated and revised nearly every year; and from time to time, entirely new “game changing” statutes or cases are decided.
