Guidelines and Requirements of Promoting Interoperability

The Centers for Medicare and Medicaid Services (CMS) has made significant changes to the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs since the program began in 2011. In addition to CMS changing the name of the program requirements from Meaningful Use to Promoting Interoperability and modifying program objectives and measures, the Office of the National Coordinator for Health Information Technology (ONC) has also significantly modified the certification criteria for the EHRs that must be adopted to participate in the program. This topic will help parties responsible for complying with program requirements (physician practices, hospitals, EHR vendors and registries) to understand the evolution of the EHR Incentive Program from its start as the Meaningful Use program to its current status as the Promoting Interoperability Program, identify current requirements for the Promoting Interoperability Program and analyze potential changes to the program on the horizon. Failing to stay current on the requirements of the Promoting Interoperability Program could lead to reduced Medicare reimbursement or jeopardize the status of certified EHR technology and registries. This information will help regulated parties identify and avoid potential pitfalls related to the requirements of the Promoting Interoperability Program, and understand the documentation needed to demonstrate compliance to a potential auditor.
