Ethical Health Informatics

Understand your ethical responsibilities pertaining to medical records and health information.The health care and health information systems are complex and there are many ethical problems that professionals must deal with at work. This topic is important for health information management (HIM and HIT), health informatics, public health, and health care professionals, including physicians and nurses; therapists, such as, physical, occupational, speech language and hearing; and administrators. This material will review ethical problems related to professional ethics, uses of information, electronic health information systems, management of sensitive health information, and consumer and professional informatics. Health Information Technology for Economics and Clinical Health (HITECH), Health Insurance Portability and Accountability Act (HIPAA) and Genetic Information Nondiscrimination Act (GINA) acts will be reviewed. A decision-making matrix tool is provided that will guide individuals to examine an ethical problem based on an understanding of the facts (known and to be gathered), professional values and obligations of the stakeholders (such as, patient, family, HIM and health care professionals, administrators and society); options for action; choices of what could be done and justifications; and suggestions for prevention of the problem. A model to build an ethical system at work will also be presented.

  • Was a faculty member in the health information technology program at Northern Virginia Community College
  • Has been a member of the American Health Information Management Association since 1969
  • Publications and presentations have focused on ethical issues for health information systems
  • Written 17 book chapters, 12 juried articles and 6 AHIMA-published articles and has made 96 presentations at local, state, national and international professional meetings, participated in grants and served on several AHIMA committees, including the Professional Ethics Committee
  • Has also served on multiple task forces and AHIMA editorial boards, including Perspectives in Health Information Management and In Confidence
  • Was the editor for the textbook, Ethical Challenges in the Management of Health Information in 2001 and 2006 and received the AHIMA 2001 Triumph Legacy Award for this publication
  • Was the co-editor for the third edition of the book, Ethical Challenges in the Management of Health Information: Challenges and Opportunities (2017)
  • Received the 2011 Dorland Health Ethicist Award and the 2011 AHIMA Educator Triumph Award
  • Ph.D. degree in human and organizational systems, Fielding Graduate University in Santa Barbara, CA; M.S. degree in education, Virginia Polytechnic and State University in Blacksburg; B.S. degree in biology with a concentration in medical record administration, Daemen College in Buffalo, NY
