Current Issues in Stormwater Regulation in California

California's stormwater regulations do not fit neatly into the Clean Water Act, do you understand the requirements?In 1972, Congress enacted the Clean Water Act, which prohibits industries and other point sources from discharging pollutants into surface waters unless they obtain NPDES permits and comply with the permit provisions. Although in 1972 stormwater was not regulated - it was considered the quintessential nonpoint source - by 1990 the act had been amended and the U.S. Environmental Protection Agency (EPA) was imposing permitting requirements on discharges of stormwater. Because discharges of stormwater do not fit neatly into the Clean Water Actís requirements, and because California has pushed stormwater control far beyond federal requirements, there are many gray areas in which stormwater requirements are in flux. This topic focuses on those issues.
